At the scene of the 2023 "Monitoring Escort" - "100 Shops and Thousands of Villages" drug safety science popularization activity, rich brochures, easy-to-understand posters, simple and clear publicity posters, and entertaining and educational forms of drug safety knowledge science popularization have won the public's praise.

It is understood that in order to better and more effectively publicize the knowledge of safe drug use, the Shandong Adverse Drug Reaction Monitoring Center continues to explore new forms of science popularization publicity, and created a popular science publicity brand - "monitoring escort" in 2022. The activity organically combines the monitoring of adverse reactions with the popularization of drugs, medical devices, cosmetics and drug abuse, and strives to ensure the safety of public use of drugs, devices and cosmetics. The "100 Stores and 1000 Villages" drug safety science popularization activity is one of them.

Lin Bingyong, member of the party group and deputy director of the Shandong Provincial Food and Drug Administration, said that for a long time, rural areas have been a key area of drug safety supervision in Shandong Province, and they are also a weak link. The "100 Shops and 100 Villages" drug safety science popularization campaign focuses on rural areas, and strives to send drug safety science popularization knowledge to the grassroots level and guide rural people to use drugs scientifically and rationally by setting up hundreds of township health center science popularization stations and pharmacy science popularization stations.

In recent years, in order to publicize the concepts, methods and knowledge of adverse drug reaction monitoring, pharmacovigilance and safe use of drugs, the Adverse Drug Reaction Monitoring Center of Shandong Province has also organized a series of publicity education and science popularization activities such as "working together to build a pharmacovigilance ecology", "urban and rural areas working together to build a drug safety defense line", "sending drug safety knowledge to the countryside" and "drug safety knowledge into campus", so that drug safety science can be popularized into enterprises, communities, supermarkets and campuses. At the same time, relying on publicity activities such as Safe Drug Use Month, Medical Device Safety Publicity Week, "May 25 Skin Love Day" and "June 26 International Drug Control Day", a variety of science popularization activities have been organized and carried out in Jinan, Rizhao, Tai'an and other places to continuously enhance the public's awareness of safe drug use.

The Shandong Adverse Drug Reaction Monitoring Center not only continues to make efforts in the popularization of safe drug use, but also strives to improve the "one body and two wings" monitoring system around drug safety monitoring and evaluation, and makes every effort to ensure the safety of public medication.

The "one body and two wings" monitoring system refers to the monitoring system with adverse drug reaction monitoring institutions at all levels in Shandong Province as the "body" and medical institutions and drug marketing authorization holders (hereinafter referred to as the holders) as the "wings", through continuous strengthening of the monitoring, identification, evaluation and control of adverse drug reactions, so as to achieve the purpose of ensuring the safety of public medication.

Driven by the Notice of the People's Government of Shandong Province on Several Measures to Comprehensively Strengthen the Capacity Building of Drug Supervision and the Notice of the Office of the Shandong Food and Drug Safety Commission on Further Promoting the Implementation of the Standardization of Drug Supervision Capacity in Cities and Counties, the Adverse Drug Reaction Monitoring Center of Shandong Province organized and carried out the investigation on the division of responsibilities of adverse drug reaction monitoring institutions in various cities and counties in Shandong Province, deeply analyzed the current situation of monitoring institutions in the province, and promoted the optimization of the assessment and evaluation system of municipal monitoring work. Promote the inclusion of assessment results in the drug safety assessment indicators of the Shandong Provincial Food and Drug Administration, and publish the successful experience of the construction of pharmacovigilance institutions in Zibo, Linyi and other cities for reference and study in the province. Nowadays, the capacity of adverse drug reaction monitoring institutions at all levels in Shandong Province has been further strengthened, and the pharmacovigilance ability of monitoring agency personnel has been effectively improved.

At the same time, the Shandong Provincial Food and Drug Administration and the Provincial Health Commission have strengthened coordination and cooperation, established monitoring sentinels, and implemented sentinel scientific research support plans. At present, the province has established a total of 25 national-level adverse drug reaction monitoring sentinels and 81 provincial-level adverse drug reaction monitoring sentinels.

For monitoring sentinel sites and medical institutions, the Shandong Provincial Food and Drug Administration and the Provincial Health Commission have deployed and carried out special inspections for the monitoring of adverse drug reactions in medical institutions, and urged medical institutions to perform their responsibilities in accordance with the law. At the same time, summarize the work experience of advanced monitoring sentinel points, promote it throughout the province, and give full play to the demonstration and leading role.

"Thanks to these measures, medical institutions in Shandong Province are becoming more and more aware of pharmacovigilance, the quantity and quality of adverse drug reaction reports have been 'double-improved', and the demonstration and driving role of monitoring sentinel points has become increasingly obvious." Li Xia, director of the Shandong Adverse Drug Reaction Monitoring Center, said.

The holder is the responsible entity for drug safety. In order to further help holders fulfill their main responsibilities for drug safety, the Shandong Adverse Drug Reaction Monitoring Center has compiled technical guidance documents related to pharmacovigilance and distributed them to holders in Shandong Province to strengthen technical guidance for holders. At the same time, we have continuously increased the intensity of pharmacovigilance training and held a number of pharmacovigilance training courses to answer questions for holders; Carry out face-to-face guidance and assistance to holders of innovative drugs, vaccines, traditional Chinese medicines, etc., to help them build a pharmacovigilance system; Cooperate with holders of traditional Chinese medicines to build a platform for pharmacovigilance of traditional Chinese medicines, and explore the working mechanism and methods of pharmacovigilance of traditional Chinese medicines.

While helping, under the unified deployment of the Shandong Provincial Food and Drug Administration, the Shandong Adverse Drug Reaction Monitoring Center has also continued to strengthen the supervision and inspection of holders. The center has formulated templates such as "Pharmacovigilance Inspection Report" and "Situation of Unqualified Items of Pharmacovigilance Inspection", standardizes pharmacovigilance inspection, incorporates pharmacovigilance inspection into the "Provincial Drug Production Supervision and Inspection Plan", and carries out pharmacovigilance inspection for 50 holders every year.
